The certification requires multiple inspections
(from $85 to $600), city and hazard reports ($75 to $145), and possibly HOA document fees (from $250 to $1,200). TriVista Real Estate covers the upfront cost of the certification, but are reimbursed upon closing of escrow, or cancellation of the listing.
The highest price is achieved through competition. There is always an estimate of fair market value based on comparable sales, but in order to realize that price, or higher, there hopefully are multiple buyers in order to maximize demand.
